加強安全和經濟復蘇

親愛的讀者們:本周,我推出了兩年的平衡預算案,重點加強經濟復蘇和公共安全,恢復公共服務,支援員工和家庭,並努力減少無家可歸和解決行為健康問題。

我們有很多工作要做,才能讓三藩市從漫長的兩年中恢復蘇過來,但我相信這個預算的重點是為三藩市居民服務。

加強經濟復蘇

我的預算在未來兩年撥款近5千萬元,以支援小商業並加強市內經濟復蘇。 這包括:

‧ 繼續在中市場區、聯合廣場、市中心、南市場區和Embarcadero沿岸開展地區大使計劃。

‧ 建立專門幫助小商業和市內經濟核心的新方案。

‧ 旨在幫助穩定小商業、擴大規模和調整商業模式以適應不斷變化的營商條件。

公共安全

Strengthening safety and recovery

My fellow San Franciscans,

This week I introduced my balanced two-year budget proposal that focuses on strengthening economic recovery and public safety, restoring public services, supporting workers and families, and building on efforts to reduce homelessness and address behavioral health.

We have a lot of work to do to bring this City back from a long two years, but I’m confident this budget is focused on serving the people of San Francisco.

Strengthening Economic Recovery

My budget invests nearly $50 million over the next two years to support small businesses and strengthen our economic recovery. This includes:

Continuing ambassador programs in existing locations like Mid-Market, Union Square, Downtown, South of Market and along the Embarcadero.

Creating new programming that targets small businesses and the City’s Economic Core.

Grants and loans aimed to help small businesses stabilize, scale up, and adapt business models to changing conditions.

We will continue to work on long-term planning for the future of Downtown and our Economic Core, but the small businesses in those areas need relief right now.

Public Safety

My budget also addresses our public safety staffing, both in traditional public safety departments, such as the Fire, Police and Sheriff departments, as well as in alternative law enforcement safety programs through other City departments.

This includes funding a Police Hiring Plan to fill the 200 vacant budgeted police positions through additional academy classes, increasing base starting salaries to strengthen recruitment, and offering retention bonuses to keep officers in the Department. We have to address understaffing if we want more police officers walking the beat in our neighborhoods, responding to 911 calls, and stopping the break-ins, drug dealing, and other crimes impacting our residents and small businesses.

My budget also maintains investments for the Street Crisis Response Teams (SCRT), Street Wellness Response Teams (SWRT), and Street Opioid Response Team (SORT), and adds more funding for 911 dispatchers and Crisis Counselors to serve in the 911 call center to help us help those struggling with behavioral health emergencies.

Children and Families

This year I launched a Children and Family Recovery Plan, a long-term plan that includes a $50 million dollar investment to focus on wellness, access to childcare, and overall family support.

My budget also continues a landmark program to raise early educator pay at City-funded childcare centers to a minimum of $28 dollars an hour so we can attract and retain quality educators to better support our children.

Clean Neighborhoods

We also need to continue to do the work to keep our City clean. Every day city workers, non-profit workers, and others are out there cleaning up our streets. My budget builds on this work by adding an enhanced Tenderloin cleaning initiative, which will expand Public Works’ current cleaning operations in the area.

We are also funding a new effort to support enforcement of the new law just passed that deals with illegal street vending. Illegal street vending is bad for local businesses, harms our neighborhoods, and contributes to retail theft.

What’s Next for the Budget

Now that the Budget has been introduced, it goes to the Board of Supervisors. The Board will spend the next month holding hearings on the budget, and it’s important that members hear from their constituents about the above priorities if you feel they are important.
