明天便是開學日。同學們與朋友及老師分開年半之久後，必定很高興能夠互相重聚。公立學生亦已經很久沒有進入課室，我亦很高興看到校區終於恢復面授課堂。
至新冠狀病毒疫情開始以來，學生和家庭一直受到了不同程度影響，三藩市一直竭盡全力解決他們所面對的學習損失和精神創傷。正因如此，我們在去年為緊急兒童和青少年護理中心、社區學習中心計劃和暑期計劃等投放了超過 1 億元撥款。建基於這重要的撥款上，我們今年將投放1千5百萬元，以幫助擴大給予學生在學術和心理健康上的支援。
隨著新型冠狀病毒Delta變種所帶來的新挑戰，我聽到一些家長擔心面授課堂的情況。校區一正遵循本地衛生部門所提供的指導方針，以確保學生、教職員和家庭的安全。
而令大家感到自豪的是，從疫情第一天起，三藩市成為了全國在應對新型冠狀病毒上的領袖。隨著校園的重開和商業的復甦，我們將繼續監控市內疫苗接種進度並在必要時作出改變，以確保每個人包括家庭和前線顧員等的安全。
大家也明白對抗新型冠狀病毒的最街辦法仍是是疫苗，這亦是三藩市從疫情中復甦過來並蓬勃發展的辦法。
我很榮幸地報告在三藩市內，7成8符合條件的居民已完成疫苗接種。儘管這消息令人鼓舞，目前新病例的激增顯示了我們需要採取更多措施來縮小未接種疫苗人的剩餘差距，同時保護那些尚未合資格接種疫苗的人士，例如12 歲以下的兒童。
上週，我們宣布了從 8 月 20 日起，三藩市將要求高接觸區域等商業，例如提供食品或飲料的酒吧、餐館、俱樂部、劇院和娛樂場所，以及室內健身房和其他健身場所，需要向顧客和員工獲得疫苗接種證明，才能他們進入這些設施。
在室內大型活動方面，凡年滿 12 歲以上在參加人數超過1,000 人或以上的活動時，必須提供疫苗接種證明。
該衛生指令還將疫苗接種要求擴展到一些末被州政府 生指令納入疫苗接種範圍內的保健醫療機構 — 包括成人日託中心、護理機構、牙科診所、家庭健康助理和藥劑師等。
許多三藩市內的商業已經率先要求顧客提供疫苗接種證明，以表示對員工、客戶和全市健康的關心。該項健康命令仿效了這些商業的先驅領導，並將有助大家應對未來的挑戰並保持商業繼續開放。疫苗是擺脫疫情的辦法，也是我們能回到可以安全地聚在一起的生活的方法。
我們需要能夠讓市內商業，特別是學校，在未來的任何情況下保持開放，這代表了大家都需要接種疫苗。

First Day of School

Tomorrow is the first day of school, and I know that students are excited to go back to see their friends and teachers after a long period of separation. It has been way too long since our public students have been in the classroom and I’m excited that the School District is finally back to in-person learning.
Since the beginning of this pandemic, students and families have been disproportionately affected, and the City has been doing everything we can to address the learning loss and emotional trauma they’ve experienced. That’s why last year, we invested over $100 million for Emergency Child and Youth Care Centers, the Community Hub Initiative, and the Summer Together Initiative. Building on this significant investment, we are investing $15 million this year to help expand academic and mental health support.
With the new challenges that the Delta variant presents, I have heard from some parents who have concerns about what in-person education will look like. Please know the School District is following local Health Department’s guidelines, to keep students, staff and families safe.
We are all proud that San Francisco has been a national leader in our COVID-19 response since day one, and as schools reopen and businesses recover, we will continue to monitor our vaccination progress and make necessary changes to keep everyone safe, that includes families and frontline workers.
We also know that for our city to bounce back from the pandemic and thrive, we need to use the best method we have to fight COVID-19 and that’s vaccines.
I am happy to report that 78% of the eligible population is fully vaccinated. While this encouraging, the current surge in new cases demonstrates the need for additional measures to close the remaining gap of unvaccinated people, while protecting those not yet eligible for vaccines, such as children under the age of 12.
This last week, we announced that effective August 20, San Francisco will require businesses in certain high-contact indoor sectors, such as those that serve food or drink like bars, restaurants, clubs, theaters and entertainment venues, as well as indoor gyms and other fitness establishments, to obtain proof of vaccination from their patrons and employees in order for them to go inside those facilities.
For large events at indoor venues, attendees who are age 12 or older at events with 1,000 people or more are required to provide proof of vaccination.
The health order also extends vaccination requirements to certain health care providers—including workers at adult day centers, residential care facilities, dental offices, home health aides and pharmacists—who are not included in the state health order on vaccinations.
Many San Francisco businesses are already leading the way by requiring proof of vaccination for their customers because they care about the health of their employees, their customers, and this City. This order builds on their leadership and will help us weather the challenges ahead and keep our businesses open. Vaccines are our way out of the pandemic, and our way back to a life where we can be together safely.
We need to be able to keep our businesses, and most importantly our schools, open through whatever lies ahead, and that means we need everyone to get vaccinated.
