Your can help with the budget on public safety and homelessness
My fellow San Franciscans,
Next week, the Board of Supervisors will consider my proposed budget items relate to homelessness and public safety.
Homelessness
While San Francisco recently saw a 15% decline in unsheltered homelessness, the City still needs more resources targeted at prevention and shelter to continue making progress on reducing homelessness in our communities. In order to deliver resources more quickly to help those struggling on our streets, my budget and corresponding legislative changes will:
Result in 600 new shelter beds;
Create 545 new permanent housing placements;
Create 1,650 prevention and problem-solving placements to help rapidly re-house individuals who do fall into homelessness.
However, this new shelter and housing capacity is only possible if the Board of Supervisors approves both my budgeted investments in this area and my proposed legislative changes to the City\u30fbs Homeless Gross Receipt Tax (Proposition C). Proposition C has specific restrictions on how funds can be spent in each category (ie. housing, shelter, prevention, mental health); because of these restrictions the City currently has Prop C resources collected that will remain unspent.
My proposed legislative changes would allow us to redirect the unspent Prop C funds to creating more shelter immediately. Importantly, if this is not approved by the Board, the City will see fewer shelter beds and more people will remain on the street. If this is not approved, we will lose:
120 shelter beds;
425 new permanent housing placements;
1,650 prevention and problem-solving placements
We Need Your Help:
The Board of Supervisors will be considering my proposed budget for homelessness and Proposition C legislative changes this week. We have already heard that some Supervisors don\u30fbt believe this flexibility is necessary and we should not be prioritizing new shelter investments. Without hearing from residents, community leaders, and small business owners, these resources will be lost and more people will remain on the street in our neighborhoods. That is why we need you to send an email supporting these efforts to the Board of Supervisors.
Public safety
There is also a number of investments in public safety including:
Funding to help meet our long-term police hiring goals including support for 220 new police officers and 22 new SFPD civilian positions to perform administrative duties which help get more sworn officers on our streets;
Support for public safety ambassadors including SFPD Safety Ambassadors comprised of retired police officers operating throughout our neighborhoods, a Mission Ambassador program, as well as existing Mid-Market/Tenderloin (Urban Alchemy) and Downtown and Tourist areas (Welcome Ambassadors) programs;
Funding for the District Attorney\u30fbs Office to prosecute a wide range of crimes, including drug trafficking operations, hate crimes, organized retail theft, and gun violence;
More park rangers for our public open spaces and plazas;
Continued investment in our street response teams available 24/7 to help those struggling with behavioral health, addiction, and homelessness that benefit from a non-police response.
Additionally, my budget contains funding for a coordinated city effort led by the Department of Emergency Management to shut down the City\u30fbs open-air drug markets. This effort will focus on three key areas: open drug sales, public drug use, and illegal fencing of stolen goods in the drug market areas. As part of this effort:
SFPD, the Sheriff, and the District Attorney will coordinate with state and federal law enforcement partners to identify and arrest drug dealers and traffickers, disrupt the supply chain, and reduce the profitability of this criminal operation;
SFPD and the Sheriff are coordinating to arrest and detain those who pose a danger to themselves and to others. Anyone detained in our jails is supported by Jail Health Services, and offered access to voluntary services upon release. At the same time, city health and homelessness outreach workers will continue the proactive outreach in targeted neighborhoods, offering a wide range of public health and homelessness services to those on our streets;
SFPD will enforce against illegal sales of stolen goods and support Public Works\u30fb inspection efforts, confiscation, and other enforcement against vending in violation of our existing lawful street vending program.
Without these investments we will lose police hours and ambassadors currently serving our communities and stop progress on our goal to shut down the City\u30fbs open-air drug markets.
What you can do to help:
Earlier this year the Board of Supervisors approved my supplemental funding for SFPD overtime to help ensure service for all of our neighborhoods. In the coming week the Board of Supervisors will be considering whether to reduce or eliminate funding for these critical public safety investments and they need to hear from you that continued investments in public safety and alternatives are important.
